If I currently have underground utilities, should I expect the FIOS installation to use the same path into my basement that my current phone lines use or will there be new conduit/hole

This is entirely up to the installers, but it is most likely that they will use the existing conduit as it will make their job much easier. Verizon would rather use the existing conduit so they only have to feed the Fiber through an exsiting path versus making a new one.

Now if you were to run your own conduit before they arrived and wanted them to run it through this new conduit, they would most likely agree, but again, its up to the installers.
